Title
Authorizing the Mayor to accept, deposit, appropriate and expend the FY 2023 Community Project Grant in the amount of $4,000,000 from the U.S. Department of Housing and Urban Development (HUD) for economic development and housing initiatives in the Englewood and Junction NRSAs; and declaring an emergency.

SUMMARY & BACKGROUND:
The City of Toledo Department of Housing and Community Development has applied for and been award a HUD Community Project Grant of $4,000,000 (Kaptur Congressional Earmark) for the revitalization of the Englewood and Junction Neighborhood Revitalization Strategy Areas (NRSAs). The Grant will provide support for façade, parking lot and white box rehabilitation to the Swayne Field Shopping Center; gap financing for single family housing rehabilitation; and financing support for energy efficient infill housing construction.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit $4,000,000 of CPF funding from HUD into Account Code 2016-16200-5G10326STDREV.
SECTION 2. That the appropriation of $4,000,000 is authorized from the unappropriated balance of the CPF Program Fund, and the same is authorized for expenditure for the purposes of revitalization and housing initiatives in the Englewood and Junctions NRSAs.
SECTION 3. That the Mayor is authorized to enter into the necessary contracts or agreements to implement CPF activities in the Englewood and Junction NRSAs in accordance with terms and conditions as approved by the Director of the Department of Housing and Community Development and the Director of Law.
SECTION 4. That the Finance Director is authorized to issue warrant(s) against Account Codes 2016-16200-5G10326SWNFLD, 2016-16200-5G10326GAPFIN, 2016-16200-5G10326INFILL, and 2016-16200-5G10326ADMINI in a total amount not to exceed $4,000,000 in payment of all obligations authorized under CPF funds in accordance with Schedule A attached, upon presentation of properly approved documentation.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency is the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to allow the City of Toledo to implement economic and housing initiatives in the Englewood and Junction NRSAs.
