Title

Authorizing the expenditure of an amount not to exceed $95,000 from the Capital Improvement Fund for the purchase of Mobile Data Terminals (MDTs) for police vehicles; authorizing the Mayor to accept bids and award contracts; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The City recently purchased Police and Fire MDTs for the continued communication from Lucas County’s Computer Aided Dispatch (CAD) system due to earlier processors being incompatible with the Lucas County 911 dispatch system.

The Police Department recently purchased 11 new vehicles that need to be equipped with MDTs and this Ordinance will authorize expenditure from the Capital Improvement Fund for said purchase.

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1.  That the expenditure of an amount not exceed $95,000 is authorized from the Capital Improvement Fund Account Code 5040-52000-8CP2504POLEQP for the purchase of Mobile Data Terminals for police vehicles.

SECTION 2.  That the Mayor is authorized to accept bids and award contracts for the purchase of MDTs, upon terms and conditions acceptable to the Director of Law and the Director of Public Safety.

SECTION 3.  That the Director of Finance is authorized to draw their warrant or warrants against the Account Code in Section 1 in an amount not to exceed $95,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the MDTs are needed to timely outfit the new police vehicles and avoid disruption to public safety services.
