SUMMARY & BACKGROUND:

This Ordinance authorizes the City of Toledo to partner with the United Way of Greater Toledo to serve as the fiscal agent for the Young Leaders Collective. Services include: (1) receiving, depositing, and acknowledging funds received; (2) ensuring funds are disbursed once approved by authorized fund representatives based on an established approval process; (3) fiscal agent accounting controls; (4) and reporting on funds received, expended, and how the funds have been used.

 

MONSE collaborates with stakeholders to address the root causes of gun violence in Toledo neighborhoods and networks through a public health approach. To support these efforts, MONSE worked alongside community stakeholders to develop a comprehensive plan for long-term community safety, Peace in Motion (see ordinance O-165-25). The plan’s recommendations include developing a youth fellowship program, providing peer support, identifying safe havens/hubs, addressing social media conflicts, and supporting youth-led community projects.

This ordinance bolsters these efforts with support from Cities United and seed funding from the Lucas County Family and Child First Council (LCFCFC) (see ordinance O-136-25). The funding will sustain leadership development activities, provide stipends, and support youth-led community projects aimed at reducing community violence. Since initial meetings during the Cities United Leading the Way Tour, the group of young leaders - identified by Save Our Community and other community partners - has begun developing guiding principles and a shared purpose, engaging in ongoing Peace in Motion projects, and generating new ideas. Youth have identified key focus areas, including addressing trauma and processing grief, building skills in advocacy, community organizing, and project planning, and creating activities for youth.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a fiscal agent contract with the United Way of Greater Toledo for the Young Leaders Collective, under terms and conditions that shall be approved by the Director of the Mayor’s Office of Neighborhood and Safety and the Director of Law.

 

SECTION 2. That the expenditure of an amount not to exceed $34,400 is authorized from the General Fund Account Code 1001-10201-3325001STDRGV for the purposes authorized in Section 1.

 

SECTION 3. That the Director of Finance is authorized to issue warrant or warrants against the above listed Account Code in an amount not to exceed $34,400 in payment of the obligations incurred.

 

SECTION 4. That this City Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187, due to the fact that the contracting agency has the requisite experience, personnel, and infrastructure as a fiscal agent.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to provide timely support of the program.
