SUMMARY & BACKGROUND:
The City of Toledo has been awarded funding and invited to enter into a Cooperative Agreement with the Public Utilities Commission of Ohio for a Hazardous Materials Training Grant to provide funding to train the Toledo Fire and Rescue Department, Environmental Services personnel, and government employees. The grant funding will provide training such as OSHA 8-Hour Hazardous Waste Operations and Emergency Response Refresher, and Emergency Response Awareness. This ordinance authorizes the Mayor to accept the grant and enter into an agreement with the Public Utilities Commission of Ohio.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a Hazardous Materials Training Grant Agreement with the Public Utilities Commission of Ohio for necessary trainings and continuing education upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 2. That the Mayor is authorized to accept and deposit grant proceeds from the Public Utilities Commission of Ohio into the Operation Grants Fund, Account Code 2016-38000-6G10206STDSTD, in an amount not to exceed $16,524.
SECTION 3. That the appropriation of the amount not to exceed $16,524 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-38000-6G10206STDSTD and the expenditure of same is authorized for the purpose of completing work necessary to carry out the terms of this grant.
SECTION 4. That the Mayor is authorized to accept bids and execute necessary contracts related to this grant upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 5. That the Director of Finance is authorized to issue their warrant or warrants against the above Account Code in an amount not to exceed $16,524 in payment of the obligations incurred pursuant to the contracts authorized in Section 4 above upon presentation of proper voucher or vouchers.
SECTION 6. That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the ordinance must be immediately effective in order to satisfy the grant requirements.
