SUMMARY & BACKGROUND:
Ballfields within City of Toledo parks have fallen into disrepair and are in need of immediate restoration to make them available for public use during the 2020 season. Formal bidding is in process, and contracts for work will be issued to address fields at Scott Park, Copland Park, and Woodsdale Park. Upgrades for the fields at Heatherdowns Park, Harry Kessler Park, Sleepy Hollow Park, and Willy’s Park are already funded and in process; however, additional funding is needed to enter into contracts for the additional work outlined above. Funding will be from the Zorah W. Bowman Trust Fund. The trust was created by a bequeath to the National Recreation and Parks Association to be used to benefit parks and recreational opportunities at City of Toledo parks and receives a yearly interest payment to the trust. The use of this funding is consistent with previous expenditures from the Trust. The remaining balance of this fund, after these expenditures, will be $9,092.80.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept bids and award contracts for the repair and restoration of ballfields within City of Toledo Parks.
SECTION 2. That the amount of $80,000 is authorized for expenditure from the Zorah W. Bowman Trust Fund, Account Code 2090-60500-7T72902STDSTD, for the purposes specified in Section 1.
SECTION 3. That the Finance Director is authorized to draw his warrant or warrants against the accounting code in Section 2 in an amount not to exceed $80,000, in payment of the above obligations authorized upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and to allow the contracts to be processed so the work can be done in the fall of 2019.
