SUMMARY & BACKGROUND:

The U.S. Department of Homeland Security awarded the Toledo Fire and Rescue Department an Assistance to Firefighters Grant to purchase seven LUCAS 3 Cardio-Pulmonary Resuscitation (CPR) Devices to enhance cardiac arrest patient care. Accordingly, these devices improve care by automating chest compression delivery at a depth, rhythm, rate, and quality proven superior to manual CPR, which also releases a first responder from such interventions to focus on alternate patient care aspects that collectively significantly increase return of spontaneous circulation success rates and patient survival.

 

Currently, LUCAS devices are available on Lucas County Life Squads, which, due to limited unit availability compared to fire apparatuses, are often last to make patient contact, resulting in delayed device deployment. Whereby this grant and request approval, the devices will be placed on fire apparatuses to alleviate related service area deployment delays and enhance critical-care delivery during cardiac arrest events.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

                     

SECTION 1. The Mayor is authorized to accept and deposit a grant from the Department of Homeland Security FEMA AFG into the Operations Grants Fund Account Code 2016-53000-3GA5422STDSTD in an amount not to exceed $201,812.03 to purchase seven LUCAS 3 Cardio-Pulmonary Resuscitation Devices, related equipment, and services.

 

SECTION 2. That the appropriation of $201,812.03 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-53000-3GA5422STDSTD, and the expenditure of same is authorized for the purchase authorized in Section 1.

 

SECTION 3. That the expenditure of an amount not to exceed $20,181.21 is authorized from the General Fund Account Code 1001-53000-3341002EMSBUR for the purchase authorized in Section 1.

 

SECTION 4. That the Mayor is authorized to enter into contracts for above said purchase, upon such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.

 

SECTION 5. That this Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that Stryker is the sole-source provider of LUCAS 3 Automatic Cardio-Pulmonary Resuscitation Devices and will integrate with existing fire and rescue equipment.

 

SECTION 6. That the Director of Finance is authorized to draw warrant or warrants against the above account codes in an amount not to exceed $221,993.24 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 7. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary to facilitate Toledo Fire’s Emergency Medical Services to the community by outfitting seven fire apparatuses with LUCAS devices as a critical care service area enhancement that improves patient cardiac event survival.
