SUMMARY & BACKGROUND:

The city will receive $180.9 million through the American Rescue Plan Act (ARPA) to be used to address the public health and negative economic impacts of the COVID-19 pandemic. The Toledo Recovery Plan framework (authorized by Ordinance 530-21), which outlines the city’s projects that will be funded through ARPA, includes $1,000,000 for the Vision Zero program. The Vision Zero program is an initiative aimed at increasing community safety on Toledo’s streets by promoting safe, healthy, and equitable mobility through sustainable strategies that prioritize equity, community engagement, and data analysis.

 

This ordinance requests authorization to appropriate and expend an amount not to exceed $130,000 of those funds for the purchase of traffic calming devices used in conjunction with the Vision Zero Action Plan.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the appropriation of an amount not to exceed $130,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-23100-2VISIONZERNEI for the purchase of traffic calming devices and the expenditure of same is authorized.

 

                                                                                                         SECTION 2.  That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 1.

 

SECTION 3.                      That the Finance Director is authorized to draw their warrant or warrants against the above account code in payment of the above authorized obligations in an amount not to exceed $130,000 upon presentation of proper voucher or vouchers.

 

                     SECTION 4.                      That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to timely purchase and install these devices for the safety of the community.
