SUMMARY & BACKGROUND:

The Toledo Fire and Rescue Department’s (TFRD) application for financial assistance submitted under the Fiscal Year 2022 Port Security Grant Program has been approved in the amount of $98,000. These funds will purchase a Mask Mounted Sonar device that will become a valuable life-saving asset to both local and regional citizenry in the search and rescue of submerged victims

 

As a condition of this award, the City of Toledo is required to contribute a 25% cost match in the estimated amount of $24,500 of non-Federal funds. This Ordinance requests appropriation of those funds now in order to timely begin procurement of the Mask Mounted Sonar. The Federal share is $73,500 from the U.S. Department of Homeland Security.

 

Summary

NOW, THERFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. The Mayor is authorized to enter into agreements with and to accept and deposit a grant from the Federal Emergency Management Agency (FEMA) into Capital Improvement Fund Account Code 540G-53000-3G04534STDSTD in an amount not to exceed $73,500 to purchase Mask Mounted Sonar and related equipment for the Fire and Rescue Dive Team.

 

SECTION 2. That the appropriation of $73,500 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-53000-3G04534STDSTD, and the expenditure of the same is authorized for the purchase referenced in Section 1.

 

SECTION 3. That the expenditure of an amount not to exceed $24,500 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CP2211FIREQP for the purchase referenced in Section 1.

 

SECTION 4. That this Council finds and determines it is in the best interest of the City to waive the competitive bid requirements of TMC Chapter 187 for the reason that Tritech International Limited is a sole-source provider of Mask Mounted Sonar that is compatible with existing Fire and Rescue Dive Team face pieces.

 

SECTION 5. That the Mayor is authorized to enter into contracts necessary to complete the above-authorized purchase. Said contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire and Rescue.

 

SECTION 6. That the Director of Finance is authorized to draw warrant or warrants against the Account Codes above in an amount not to exceed $98,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 7. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health and safety and for the further reason that it must be immediately effective in order to ensure equipment capabilities are employed as soon as possible in the search for submerged victims.
