SUMMARY & BACKGROUND:

In 2019, the City of Toledo signed a lease with Arms Dock, Inc. to store salt within their facility and relocate the salt pile to make room for future development along the riverfront. In order to efficiently use the enclosed storage space leased from Arms Dock, Inc., a salt stacker conveyor system is necessary. This salt stacker will also be used with the City of Toledo’s Leaf Collection Program to assist with bulk storage of leaves at the City of Toledo compost facility.

The City of Toledo publicly advertised for bids for the purchase of a salt stacker. Maverick Environmental Equipment was determined to be the lowest and best bidder.  The total bid price was $159,000.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the mayor is authorized to enter into an agreement with Maverick Environmental Equipment for the purchase of one Salt Stacker upon such terms and conditions as approved by the Director of Public Service and the Director of Law. 

 

SECTION 2.                      That an expenditure of an amount not to exceed $159,000 is authorized from the Capital Improvement Fund, Account Code 5040-23100-8CP1827SALTBR, for the purchase of a salt stacker.

 

SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above mentioned Account Code in amounts not to exceed $159,000 in payment of the obligations upon presentation of proper voucher or vouchers.

 

SECTION 4.                      That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the Ordinance must be immediately effective in order to provide increased salt storage capacity for the efficient and effective operation of the City of Toledo’s Snow and Ice program and Leaf program.
