SUMMARY & BACKGROUND:
The Division of Water Reclamation contracted with Industrial Power Systems (IPS) to provide mechanical and construction services as needed at the Bay View Water Reclamation Plant and the outside pump stations. This Ordinance authorizes the expenditure needed to pay IPS for work that was already performed. Funds are available in the Sanitary Sewer Operating Fund for this purpose.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of $66,000 from the Sanitary Sewer Operating Fund to Account Code 6070-36000-4000507STDSTD for emergency services at the Bay View Water Reclamation Plant and the Reynolds Area Pump Station is authorized.
SECTION 2. That the competitive provisions of TMC Chapter 187 are hereby waived for the reason that Industrial Power Systems was immediately ready to proceed on a cost competitive basis with a local and experienced vendor who provides emergency services at the Bay View Water Reclamation Plant and the Reynolds Area Pump Station.
SECTION 3. That the mayor is authorized to award a contract to pay Industrial Power Systems for emergency services at the Bay View Water Reclamation Plant and the Reynolds Area Pump Station, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $66,000 in payment of the obligations authorized herein upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate prompt payment to Industrial Power Systems for emergency services at the Bay View Water Reclamation Plant and the Reynolds Area Pump Station.
