Title

SUMMARY & BACKGROUND:

This Ordinance authorizes a five-year agreement for time and labor management software for the Fire and Rescue Department. The 2021 Capital Improvement Plan (CIP) budget included $111,000 for fire timekeeping software. The Fire and Rescue Department has completed a request for proposal process to identify the best software for this purpose and is recommending a five-year implementation and subscription agreement with Vector Solution.

 

Vector Solution’s Time Labor Management Software provides a comprehensive web-based scheduling, notification, and resource management platform developed exclusively for Public Safety agencies and will be tailored to Toledo Fire & Rescue’s unique scheduling needs. Said efforts will result in a user-friendly personnel management software that’s agency defined, employs a rules-based algorithm, and incorporates all applicable staffing policies and workforce management tasks.   

 

The costs for this agreement are member dependent at $75 per member and include an annual maintenance fee of $149, totaling $42,899 annually for 570 members. Annual payments for this software will be included in the CIP budget and the annual maintenance fee will be included in the General Fund operating budget.  

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into implementation and subscription agreement for the purchase of time and labor management scheduling software for a period of five years upon such terms and conditions as approved by the Chief of Fire & Rescue and Directors of Information Technology and Law.

 

SECTION 2. That the appropriation of $102,750 is authorized from the unappropriated balance of the Capital Improvement Fund to Account Code 5040-53000-8CP2131FRTIME and the expenditure of an amount not to exceed $213,750 is authorized from the Capital Improvement Fund, Account Code 5040-53000-8CP2131FRTIME for the purchase authorized in Section 1, with annual payments authorized according to the following schedule:

 

                     Year 1 - $42,750

                     Year 2 - $42,750

Year 3 - $42,750

Year 4 - $42,750

Year 5 - $42,750

 

SECTION 3. That the appropriation of $42,750 is authorized from the unappropriated balance of the Capital Improvement Fund to Account Code 5040-53000-8CP2131FRT001 for the Year 1 payment for the time and labor management scheduling software.

 

SECTION 4. That subject to annual appropriation the expenditure of $149 annually over the term of the agreement authorized in Section 1 is authorized from the General Fund Account Code 1001-53000- 3341002STDSTD for the annual maintenance fee for the time and labor management scheduling software.

 

SECTION 5. That the Finance Director is authorized to draw warrant or warrants against the above account codes in amounts not to exceed those authorized above in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely implement time and labor management scheduling software.
