SUMMARY & BACKGROUND:
The Metropolitan Park District of the Toledo Area (Toledo Metroparks) will be developing the streetscape enhancements of the Front Street Corridor between Main Street and the Craig Street Bridge, through traffic calming, pedestrian experiences and crosswalks that includes pavement design, planters, street trees, site furnishings, and other site amenities within the public realm of the streetscape.
The Metropolitan Park District of the Toledo Area will administer the design of the project and is paying for 50% of the costs. The City of Toledo will participate in the costs by paying for the other 50%, to be paid for with Matches and Planning funds.
The fiscal impact of this ordinance is as follows:

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into and execute cooperative agreements between the City of Toledo and the Metropolitan Park District of the Toledo Area for design services for Front Street Streetscape Enhancements.
SECTION 2. That the City of Toledo consents to and shall cooperate with the Metropolitan Park District of the Toledo Area, in connection with the above project as follows:
1. The City of Toledo agrees to assume and contribute 50% of the cost and expense of the design services. The cost of the city portion is $23,250, which will be expended from the Capital Improvement Fund Account Code 5040-35000-8CP1903STREET.
2. The Metropolitan Park District of the Toledo Area agrees to be the lead agency and to administer the design phase of the project.
SECTION 3. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to permit timely design for the above project.
