SUMMARY & BACKGROUND:

The Sludge Equalization Tank has a capacity of 1.2 Million Gallons, and receives primary thickened sludge from the Gravity Thickeners (GT) and secondary thickened sludge from the Dissolved Air Flotation (DAF) units. The sludge is mixed in the tank and pumped by plunger pumps to feed the anaerobic digesters. In September 2022, the tank became overloaded with sludge and grit, and its floating cover rose to the highest level, causing sludge to overflow onto the ground. The plunger pumps could not pump the mixed sludge due to the suction line being plugged. The Division of Water Reclamation contacted area contractors for emergency services, but only Denali Water Solutions (Denali) had the equipment and resources to perform the work. They pumped the sludge out of the tank and used a portable belt filter press to dewater the sludge. Then they hauled the biosolids to the Hoffman Road Landfill for disposal. The work was completed in late October 2022. This allowed the Division to clean the sludge suction line from the center of the tank to the plunger pumps.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the appropriation of $399,278 from the unappropriated balance of the Sewer Replacement Fund is authorized to Account Code 6073-36000-4UC4223STDSTD for emergency services related to the Sludge Equalization Tank at the Bay View Water Reclamation Plant; and the expenditure of the same is authorized.

 

SECTION 2.                     That the mayor is authorized to enter into an emergency contract with Denali Water Solutions, LLC for emergency services related to the Sludge Equalization Tank at the Bay View Water Reclamation Plant, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.

 

SECTION 3. That this Council finds and determines that it is in the best interest of the City that the competitive provisions of TMC Chapter 187 are waived for the reason that Denali Water Solutions LLC was immediately ready to proceed with emergency services related to the Sludge Equalization Tank at the Bay View Water Reclamation Plant.

 

SECTION 4. That the Finance Director is authorized to issue warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $399,278 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 5. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to pay Denali Water Solutions for emergency services related to the Sludge Equalization Tank at the Bay View Water Reclamation Plant.
