Title
Urging the Ohio Senate to reintroduce and pass Ohio Senate Bill 36, which seeks to grant rights to tenants and certain bidders’ relating to the purchase of residential property sold at foreclosure; and declaring an emergency.
Summary
WHEREAS, Ohio Senate Bill 36, introduced in the 135th General Assembly by Senator Louis W. Blessing III and co-sponsored by Senator Catherine D. Ingram, proposes amendments to section 2329.27 and the enactment of sections 2329.261 and 2329.313 of the Ohio Revised Code to grant tenants and certain other eligible bidders rights relating to the purchase of residential property sold at foreclosure; and
WHEREAS, the City of Toledo recognizes the importance of protecting tenants from displacement and promoting community stability, especially in the wake of foreclosure proceedings that can disrupt neighborhoods; and
WHEREAS, providing tenants and eligible bidders with rights to purchase foreclosed residential properties can help maintain affordable housing options, prevent blight, and support the revitalization of communities within Toledo and across Ohio; and
WHEREAS, the proposed legislation aligns with the City’s commitment to improve the quality of life in Toledo’s neighborhoods and empower of residents to participate in the stabilization their communities; and
WHEREAS, supporting Senate Bill 36 demonstrates Council's dedication to advocating for state policies that reflect the needs and values of Toledo's residents.
NOW, THEREFORE, Be it resolved by the Council of the City of Toledo:
SECTION 1. That the Toledo City Council hereby expresses its strong support for Ohio Senate Bill 36, recognizing its potential to enhance tenant protections and promote community stability in the face of residential foreclosures.
SECTION 2. That the Clerk of Council is directed to transmit a copy of this resolution to the President of the Ohio Senate, the Speaker of the Ohio House of Representatives, and the members of the Ohio General Assembly representing the City of Toledo, urging their favorable consideration of the reintroduction and passage of Senate Bill 36.
SECTION 3. That this resolution shall take effect and be in force from and after the earliest period allowed by law.
