Title

SUMMARY & BACKGROUND:
Due to the age and condition of facilities required to be maintained by the Division of Water Reclamation in both the collection system and at the Bay View Water Reclamation Facility, the division’s maintenance section frequently finds itself with more work than their staffing can support; because of the nature of the facility’s operation, much of this work is time sensitive and cannot be delayed without the potential for causing regulatory violations, flooded basements or significant extra expense for remediation. To help assure continued reliable operation of the facility for time sensitive corrective work, the Division of Water Reclamation intends to execute unit-priced contracts to provide services on an as needed basis paid out of the Sewer Operating Fund.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized accept bids and award one (1) year contracts with the option to renew for two one (1) year terms for providing as needed services to correct unforeseen problems in the sewage collection system and at the Bay View Water Reclamation Facility for the City of Toledo, upon such terms and conditions as approved by the Director of Public Utilities and the Director of Law.
SECTION 2. That, subject to appropriation, the expenditure in an amount not to exceed $500,000 annually over the term of the contracts is authorized from the Sewer Operating Fund Account Code 6070-36000-4000507STDSTD for the purposes authorized in Section 1.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the above-mentioned Account Codes in amounts not to exceed those authorized above in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to allow for the timely restoration of service for Water Reclamation assets.
