SUMMARY & BACKGROUND:

On January 22, 2025, there was a break to the private water line at Imagination Station. City crews were on site immediately, and shut off the water to prevent damage to the building and exhibits. After further investigation as to the cause, it was determined a new water line will need to be installed. As the property owner, it is our responsibility to install a new water line to the building. This work cannot be done by city crews and requires the expertise of an outside contractor. After soliciting quotes, the city has made the decision to proceed with Kokosing Construction Company. Kokosing offered the lowest price and had immediate availability to begin the work.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That an amount not to exceed $350,000 is appropriated from the unappropriated balance of the Capital Improvement Fund to account code 5040-26100- 8CP2404HVACMA and expenditure of same is authorized for the repair of the private water line at Imagination Station.

 

                     SECTION 2. That this Council finds and determines that it is in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the repair of the private water line at Imagination Station.

 

                     SECTION 3. That the Mayor is authorized to enter into contract with Kokosing Construction Company for the repair of the private water line at Imagination Station.

 

                     SECTION 3.                     That the Director of Finance is authorized to draw his or her warrant or warrants against the Account Code in Section 1 in payment of the above authorized obligations in an amount not to exceed $350,000 upon presentation of the proper voucher or vouchers.

 

SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely repair of the water line.

 

Vote on emergency clause:  yeas 10, nays 0.
