SUMMARY & BACKGROUND:
Junior Achievement of Northwestern Ohio’s 5th Year program addresses a critical need facing many young adults in Toledo and Northwest Ohio. Each year, high school graduates leave school without a clear next step toward college, career, or economic independence. The rising cost of higher education, limited exposure to career pathways, and lack of access to financial literacy, workplace readiness, and life skills can leave many young adults uncertain about their future.
The 5th Year is a ten-month transition program designed to help recent graduates move from high school and home toward independence through career exploration, mentorship, business and financial education, and exposure to professional opportunities.
Through this partnership, the City of Toledo will employ four students in the Junior Achievement 5th Year program. This investment supports the City’s strategic plan and broader goals related to workforce readiness and creating pathways to long-term opportunity for Toledo’s youth.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the disappropriation of $25,000 is authorized from the General Fund Account Code 1001-40300-116001STDADM (contractual services) and the appropriation of same is authorized to the General Fund 1001-40300-116001STDADM (personnel services) and the expenditure of same is authorized for supporting youth workforce development and transition programming through Junior Achievement of Northwestern Ohio, Inc.
SECTION 2. That the Mayor is authorized to enter into any necessary agreements with Junior Achievement of Northwestern Ohio, Inc. upon terms and conditions acceptable to the Director of Community Services and the Director of Law.
SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above Account Code in payment of the above-authorized obligations in an amount not to exceed $25,000 upon presentation of proper voucher or vouchers.
SECTION 4. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must be immediately effective in order to timely support youth workforce readiness and postsecondary transition programming for Toledo students participating in Junior Achievement’s 5th Year program.
