Title
Authorizing the acceptance, deposit, appropriation and expenditure of an amount not to exceed $30,000 from the City of Oregon into the Capital Improvement Fund for resurfacing within the Oregon city limits related to the Navarre Avenue Resurfacing project; authorizing the Mayor to prepare plans and specifications and to enter into a joint cooperation agreement with the City of Oregon for the Navarre Avenue Resurfacing project upon such terms and conditions as approved by the Director of Public Utilities and the Director of Law; and declaring an emergency.

SUMMARY & BACKGROUND:
Ordinances 116-17 and 161-17 authorized the City of Toledo to accept and expend $594,836 of ODOT and OPWC funding for the resurfacing of Navarre Avenue between Willard Street and the Eastern City Limits scheduled for 2018. The City of Oregon desires to have their portion of Navarre Avenue resurfaced within our project at the City of Oregon’s expense. The ODOT and OPWC funding will also cover a portion of their expenses. The City of Oregon has committed to reimburse the City of Toledo up to $30,000 for their portion of the cost of these improvements. There is no financial impact to the City of Toledo since Oregon is funding their portion.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a joint cooperation agreement with the City of Oregon and to accept and deposit funds in an amount not to exceed $30,000 into Account Code 5040-35000-8CP1705STREET for resurfacing within the City of Oregon limits as part of the Navarre Avenue Resurfacing project.
SECTION 2. That the appropriation and expenditure of $30,000 is authorized from the Capital Improvement Fund into Account Code 5040-35000-8CP1705STREET for the Navarre Avenue Resurfacing project.
SECTION 3. That the Mayor is authorized to prepare plans and specifications and to enter into contracts after accepting bids for the Navarre Avenue Resurfacing project upon such terms and conditions as approved by the Director of Public Utilities and the Director of Law.
SECTION 4. That the Finance Director is authorized to issue his warrant or warrants against the above listed Account Code in amounts not to exceed $30,000 in payment of the obligations incurred upon presentation of the proper voucher or vouchers.
SECTION 5. That various adjustments and line item expenditures and transfers are authorized to reimburse the Capital Improvements Fund for resurfacing of Navarre Avenue within the City of Oregon limits related to the Navarre Avenue Resurfacing project.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective to accept funding from the City of Oregon for the resurfacing of the Navarre Avenue Resurfacing project.
