SUMMARY & BACKGROUND:

The Collins Park Water Treatment Plant Lab has found that tracking the Total Organic Carbon (TOC) content to be an extremely useful means for improving treatment during times of poor water conditions.  In addition, it can be used to improve process control with Ozone.  An in-line TOC meter will allow continuous tracking of organic carbon levels of raw water. The benchtop TOC meter in the laboratory will allow staff to perform Ohio EPA mandatory analyses and track organic carbon content throughout various parts of the treatment process. The data from both meters will allow the water treatment staff to respond more quickly to water quality changes, ensuring the continuous delivery of high-quality drinking water is maintained.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the appropriation of $105,000 is authorized from the unappropriated balance of the Water Replacement Fund to Account Code 6063-32000-4UC1426STDSTD and the expenditure of the same is authorized for the acquisition of one in-line TOC meter and one Benchtop TOC meter with autosampler.

 

SECTION 2. That the Mayor is authorized to accept bids and award contract(s), for the acquisition of two TOC Meters upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

 

SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $105,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
