SUMMARY & BACKGROUND:

The Division of Engineering and Construction Management has been working closely with ODOT to secure grant funding for safety projects.  All amounts are grant dollars and are assigned to specific projects as follows:

 

A maximum of $2,608,481 has been allocated by ODOT through their Safe Routes to School program for a sidewalk replacement project at various locations throughout the City close to Washington Local Schools. Matching funds will be provided through the Division of Engineering and Construction Management Matches and Planning budget. This project will construct in 2026.

 

A maximum of $1,045,600 has been allocated by ODOT through the Urban Paving Fund for a resurfacing project on Telegraph Road from Alexis to Detroit. Matching funds will be provided through the Ohio Public Work Commission (OPWC) and the Division of Engineering and Construction Management Matches and Planning budget. This project will construct in 2027.

 

A maximum of $829,229 has been allocated by ODOT through their safety program for the Telegraph and Alexis Intersection Safety Project. Matching funds will be provided through the Ohio Public Work Commission (OPWC) and the Division of Engineering and Construction Management Matches and Planning budget. This project will construct in 2027.

 

A maximum of $500,000 has been allocated by ODOT through TMACOG TIP funding for a resurfacing project on Glendale Avenue from Detroit to Charmaine. Matching funds will be provided through the Ohio Public Works Commission (OPWC) and the Division of Engineering and Construction Management Matches and Planning budget. This project will construct in 2027.

 

A maximum of $1,000,000 has been allocated by ODOT through the TMACOG TIP for a bike path project on Emerald Avenue from the Anthony Wayne Trail to Ottawa Street. Matching funds will be provided through the Division of Engineering and Construction Management Matches and Planning budget. This project will construct in 2027.

 

A maximum of $2,173,360 has been allocated by ODOT through the TMACOG TIP for a reconstruction project on Douglas Road from Alexis Road to the State Line. Matching funds will be provided through the Ohio Public Works Commission (OPWC) and the Division of Engineering and Construction Management Matches and Planning budget. This project will construct in 2027.

 

A maximum of $499,708 has been allocated by ODOT through their safety program for the Safe Routes to School Program which will install or replace sidewalks at various locations throughout the Washington Local School district. Matching funds will be provided through the Division of Engineering and Construction Management Matches and Planning budget. This project will construct in 2027.

 

A maximum of $4,460,080 has been allocated by ODOT through the TMACOG TIP for a reconstruction project on Summit Street from New York to Manhattan. Matching funds will be provided through the Ohio Public Works Commission (OPWC) and the Division of Engineering and Construction Management Matches and Planning budget. This project will construct in 2027.

 

Passage of this ordinance is required to enable the City of Toledo to accept outside funding for these projects and have it in place to help pay for these expenditures. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into and execute cooperative agreements with and accept financial assistance from the State of Ohio Department of Transportation (ODOT) for various projects upon such terms and conditions as shall be approved by the Director of Transportation and the Director of Law.

 

                     SECTION 2.                     That the Mayor is authorized to accept and deposit grant proceeds from ODOT into the Capital Improvement Fund in an amount not to exceed $13,116,458 for the following projects:

                     SECTION 3.  That an amount not to exceed $13,116,458 is appropriated from the grant proceeds of the Capital Improvement Fund into the account codes listed in Section 2 for the projects listed above; and authorizing expenditure of same.

 

                     SECTION 4.   That the Mayor is authorized to prepare plans and specifications and to enter into contracts after accepting bids according to law in an amount not to exceed $13,116,458 for the projects including such items as labor, materials, construction testing, professional services, property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way. Contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Director of Transportation and the Director of Law.

 

                     SECTION 5.  That the Finance Director is authorized to issue their warrant or warrants against the account codes identified in Section 2 in an amount not to exceed $13,116,458 in payment of the obligations incurred pursuant to the contracts authorized in Section 4 upon presentation of the proper voucher or vouchers.

 

                     SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the planning and construction of these projects.
