SUMMARY & BACKGROUND:

The Division of Transportation’s Traffic Signals Operation is in need of a pickup truck for the 24-hour operation of maintaining the city’s 496 traffic signalized intersections. The pickup truck is used in everyday operations for hauling equipment and supplies to and from intersections. The division’s current pickup truck was totaled in an accident in March 2018, which directly impacts the ability to transport material to and from jobs. This vehicle will enable Traffic Signal personnel to be more efficient in the response to traffic signal repairs, installation and preventive maintenance of the city of Toledo’s signalized intersections. The Sign Shop is in need of an emergency barricade truck for emergency calls. The vehicle is used daily to haul barricades and proper signs for road closures and special events. This vehicle will enable the Sign Shop to be more efficient in the response of emergency (fire, high water, etc.) closures. This vehicle is replacing a 1987 stake truck that was taken out of service by Fleet Operations. This Ordinance authorizes the expenditures from the Street Construction, Maintenance & Repair Fund. The total amount to be spent for the vehicles is not to exceed $95,650.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the disappropriation of $57,750 is authorized from the Street Construction Maintenance and Repair Fund from Account Code 2014-22500-525100-2413001STDSTD (replacement parts & materials for buildings) and the appropriation of same is authorized to account code 2014-22500-2413001STDSTD and authorized for expenditure for the purchase of a truck for the Sign Shop.

 

SECTION 2. That the disappropriation of $37,900 is authorized from the Street Construction Maintenance and Repair Fund account code 2014-22500-523900-2413002STDSTD (small apparatus & tools) and the appropriation of same is authorized to account code 2014-22500-2413002STDSTD and authorized for expenditure for the purchase of a truck for the Traffic Signals Operation.

 

SECTION 3.  That the Mayor is authorized to accept bids and enter into contracts for the purchases authorized above in a total amount not to exceed $95,650.

                       

SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above account codes in payment of the above authorized obligations in an amount not to exceed $95,650 upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to purchase a pickup truck and stake bed truck in the furtherance of the Division of Transportation duties to be able to respond to calls and be more efficient in the transporting of material and equipment to the job sites.
