Title

Authorizing the expenditure of an amount not to exceed $15,000 from the Water Operating Fund to provide payment for membership dues to Ohio Utilities Protection Service (OUPS) for the year 2024; and declaring an emergency.

SUMMARY & BACKGROUND:

Per ORC 3781.26(A), the Division of Water Distribution is required to be a member of OUPS.  The service provides the ability to mark locations for individuals and contractors who are going to dig in the City.  This ensures the safety of individuals and contractors doing construction around the City.  This ordinance authorizes payment of the membership fees for one year for Water Distribution. Funds are provided in the Operating Budget for this purpose. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the expenditure of $15,000 is authorized from the Water Operating Fund Account Code 6060-34000-4000514STDSTD for payment of the City of Toledo Department of Public Utilities, Division of Water Distribution 2024 membership fees to the Ohio Utility Protection Service.

                                          

SECTION 2.  That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $15,000 in payment of the obligations incurred pursuant to the membership authorized in Section 1 upon presentation of the proper voucher or vouchers.

                     

                     SECTION 3.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that expenditure is needed for prompt payment of Water Distributions fees.
