SUMMARY & BACKGROUND:

The Division of Engineering and Construction Management has been working closely with ODOT to secure grant funding for a project on Secor Road from Laskey Road to Alexis Road.  Ordinance 680-23 authorized the acceptance of $2,637,565 in grant funds from ODOT for this project.  An additional $263,757 has been allocated by ODOT for the Secor Road project as a contingency amount.  The total grant amount is not to exceed $2,901,322.

 

Matching funds for this project will be provided through the Division of Engineering and Construction Management Matches and Planning budget and is scheduled for construction in 2025.

 

Passage of this ordinance is required to enable the City of Toledo to accept outside funding for this project and have it in place to help pay for these expenditures. 

 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                       That the Mayor is authorized to enter into and execute cooperative agreements with and accept financial assistance from the State of Ohio Department of Transportation (ODOT) for the Secor Road: Laskey Road to Alexis Road project upon such terms and conditions as shall be approved by the Director of Transportation and the Director of Law.

 

SECTION 2.                     That the Mayor is authorized to accept and deposit additional grant proceeds from ODOT in an amount not to exceed $263,757 into the Capital Improvement Fund Account Code 540G-35000-8GA7161STDSTD for the Secor Road - Laskey to Alexis project, PID #111303.

 

SECTION 3.  That an amount not to exceed $263,757 is appropriated from the unappropriated grant proceeds in the Capital Improvement Fund into the account code listed in Section 2; and further authorizing the expenditure of same for the Secor Road: Laskey Road to Alexis Road project.

 

SECTION 4.   That the Mayor is authorized to prepare plans and specifications and to accept bids and enter into contracts for said project including such items as labor, materials, construction testing, professional services, property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way. Contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Director of Transportation and the Director of Law.

 

SECTION 5.  That the Finance Director is authorized to issue their warrant or warrants against the above Account Code in payment of the obligations incurred pursuant to the contracts authorized in Section 4 upon presentation of the proper voucher or vouchers in an amount not to exceed $263,757.

 

                     SECTION 6.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the planning and construction of this project.
