SUMMARY & BACKGROUND:

This ordinance authorizes the contracting of services to manage the software for quality mapping needed for field applications for 3 years.  KorTerra software has been used by the City since 2013 to mark water lines and to provide damage prevention software services.  The software integrates with the City’s own mapping software and delineates service lines.  It ensures that field service workers are accessing and working on their own Division’s lines by mapping exactly where work is to be completed. This prevents damage to utility and other underground lines.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the mayor is authorized to enter into a three (3) year contract with KorTerra, Inc. for the management of mapping software integrated into the City’s CAGIS system upon terms and conditions acceptable to the Director of Law and the Director of Public Utilities.

 

SECTION 2. That, subject to future appropriations, the expenditure of an amount not to exceed $12,000 is authorized annually from the Water Operating Fund Account Code 6060-34000-4000514STDSTD for the payment for services for the purposes identified in Section 1.

 

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive provisions of TMC Chapter 187 for the reason that KorTerra, Inc. is the sole-source vendor for the system’s existing software and the cost of which is consistent with prevailing market rates.

 

SECTION 4. That the Director of Finance is authorized to issue their warrant or warrants against the account codes above in the amounts not to exceed those authorized above in payment of the obligations incurred pursuant to the above-authorized contracts upon presentation of proper voucher or vouchers.

 

SECTION 5.                     That this Ordinance is declared to be an emergency and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this Ordinance must be immediately effective in order to continue the management of software that is critical for services needed in the City of Toledo’s water distribution system.
