Title

Authorizing the mayor to enter into a contract with Frost Solutions for an annual 12-month subscription for up to five (5) years; authorizing the expenditure of an amount not to exceed $25,000 each year from the Special Assessment Service Fund; waiving the competitive bidding requirements of TMC 187; and declaring an emergency.

SUMMARY & BACKGROUND:

The Division of Road & Bridge Maintenance is requesting authorization to expend an amount not to exceed $25,000 from the Special Assessment Services Fund to Frost Solutions for the annual subscription of their Mini RWIS weather stations. Frost Solutions Mini RWIS are non-invasive solar and battery-powered, infrared and camera mini weather stations that can be mounted to any existing pole. These weather stations can be mounted and programmed in under 30 minutes when each is deployed. Frost Solutions will maintain ownership of the hardware unit and the Division of Road & Bridge Maintenance will purchase a subscription for access to a web application, service, and support.  Frost Solutions will also be responsible for replacing any damaged or non-working units at their cost. These weather stations are capable of reading pavement temperature, air temperature, dew point, wind speed and direction and have a camera system attached to take live photos to show roadway conditions.

 

The Division of Road and Bridge Maintenance intends to start with ten (10) Frost Solutions Mini Weather Stations that will be deployed throughout the city of Toledo targeting some main bridges such as the High Level and MLK Jr. bridge. They will also be placed on high-traffic streets throughout the city.

 

Frost Solutions Mini Weather Stations will help save on labor costs and fuel by reducing unnecessary plow deployments, prioritizing resources more efficiently, reducing infrastructural and environmental impacts by using road temps taken every minute, and documenting storm events, including before and after photos and datapoints. All data can be captured and will be integrated into the Winter Weather Solutions ArcMap that was approved in Ordinance 438-23.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That an amount not to exceed $25,000 is authorized for expenditure from the Special Assessment Services Fund, Account Code 3050-23100-2422001STDSTD for a five-year annual subscription for Frost Solutions Mini Weather Stations for the Toledo Department of Transportation, Division of Road & Bridge Maintenance.

 

SECTION 2.  That, subject to annual appropriations, the expenditure of an amount not to exceed $25,000 annually is authorized from the Special Assessment Services Fund, Account Code 3050-23100-2422001STDSTD, for subsequent years of services listed in Section 1. 

 

SECTION 3.  That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the five-year annual subscription for Frost Solutions Mini Weather Stations.

SECTION 4. That the Mayor is authorized to enter into a contract with Frost Solutions for said subscription as stated in Section 1. All terms and conditions shall be subject to approval by the Director of Transportation and the Director of Law.

 

SECTION 5. That the Director of Finance is authorized to issue their warrant or warrants against the above listed account code in an amount not to exceed $25,000 in payment of the obligations incurred pursuant to the contract authorized upon presentation of proper voucher or vouchers.

 

             SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to complete the implementation in a timely manner so that it is available for the next snow and ice season.

 

Vote on emergency clause:  yeas 11, nays 0.
