Title

Authorizing the expenditure of $75,000 from the Capital Improvement Fund District Improvement Program for installation of a barrier-free loop trail and amphitheater at Danny Thomas Park; authorized the Mayor to execute the necessary contract; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The officers of the Broadway Corridor Coalition submitted a District Improvement Program application to provide matching funds for an Ohio Facilities Construction Commission grant.  The District Improvement Review Committee convened on July 31, 2023, and recommended approval of this application in an amount of $75,000.

The purpose of the project is to create a venue for artists, performances, concerts, public gatherings, and outdoor educational classes for the Old South End neighborhood. The amphitheater structure will be connected to the community and the other recreational amenities at the park with a fully accessible trail.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That a sum of $75,000 is authorized for expenditure from Account Code 5040-16400-8CP2132DNGPRO from the Capital Improvement Fund District Improvement Program for an accessible loop trail and amphitheater at Danny Thomas Park.

SECTION 2. That the Mayor is authorized to execute the necessary contract from the District Improvement Program for an accessible loop trail and amphitheater at Danny Thomas Park, upon such terms and conditions as shall be approved by the Director of the Department of Economic Development, the Director of Parks & Youth Services, and the Director of Law.

SECTION 3. That the Director of Finance is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations in an amount not to exceed that authorized in Section 1 upon presentation of the proper voucher or vouchers.
