Zablocki Center; authorizing the Mayor to accept bids and award contracts; and declaring an emergency.

SUMMARY & BACKGROUND:

The Chester J. Zablocki Center (“Center”), located at 3031 Lagrange Street in the heart of Toledo’s historic Polish Village, has been a cornerstone of community activities since its establishment in 1978.  Named in honor of Chester J. Zablocki, a prominent figure in the local Polish-American community, the Center was founded to provide a dedicated space for older adults to access essential services, engage in social activities, and foster community connections.  Today, the Center presents an opportunity to support a broader demographic. This study will identify how the Center can evolve to meet wider community needs, the programs required to do so, staffing needs and operational adjustments necessary to support these changes. This study should also identify local entities that can partner with the City of Toledo by providing resources and services inside the Center.

 

The purpose of this Ordinance is to authorize the expenditure of $150,000 from the General Fund for a community needs assessment, feasibility study and related activities for the repositioning of the Center. Funding for the Center repositioning was appropriated in the approved 2025 Budget (O-032-25).

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the expenditure of an amount not to exceed $150,000 is authorized from the General Fund Account Code 1001-16100-5632005STDSTD for payment of professional consulting services and other related activities for repositioning of the Chester J. Zablocki Center.

 

SECTION 2. That, the Mayor is authorized to accept bids and enter into an agreement(s) with a professional consulting firm and others for the purposes authorized in Section 1, upon terms and conditions acceptable to the Director of Law and the Director of Housing and Community Development.

 

SECTION 3. That the Director of Finance is authorized to draw their warrant or warrants against the above Account Code in payment of the obligations authorized above in an amount not to exceed $150,000 upon presentation of proper voucher or vouchers.

 

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective to provide use of General Funds for the study to expedite the repositioning of the Zablocki Center.

 

Vote on emergency clause:  yeas 11, nays 0.
