Body
SUMMARY & BACKGROUND:
This Ordinance authorizes the continuation of services and waiving the competitive bidding process for the Toledo Lucas County Board of Commissioners for services provided by Lucas County Canine Care and Control. This agreement provides for animal care and control services for the City of Toledo during regular business hours as well as on an on-call basis after normal business hours. This agreement covers fiscal year 2026.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a one-year agreement with the Toledo Lucas County Board of Commissioners for services provided by Lucas County Canine Care and Control upon terms and conditions acceptable to the Director of Public Safety and the Director of Law.
SECTION 2. That subject to annual appropriation, an amount not to exceed $120,000 is authorized for expenditure from the General Fund Account Code 1001-51000-1000440STDSTD for the services identified in Section 1.
SECTION 3. That this Council finds and determines that it is in the best interest of the City to waive the competitive bidding provisions of TMC Chapter 187 for the reason that this is an inter-governmental agreement with a sole-source service provider and a demonstrated competitive cost for service.
SECTION 4. That the Finance Director is authorized to draw a warrant or warrants against the above-mentioned Account Code in an amount not to exceed $120,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to provide uninterrupted services.
