Title
Authorizing the mayor to enter into and execute a joint cooperative agreement between the City of Toledo and Lucas County regarding LIDAR Contour Mapping and Orthoimagery services; and declaring an emergency.
Body
SUMMARY & BACKGROUND:
Lucas County will be conducting Laser Imaging Detection and Ranging (LIDAR) scanning and developing high-resolution imagery and elevation data over the terrain of Lucas County. The data obtained is essential for stormwater floodplain mapping and stormwater modeling. The City of Toledo will participate by reimbursing the County for 100% of the costs associated with the City Limits. The City of Toledo’s share of the costs is based on the total project cost divided by the participating communities per square mile. The City’s costs are to be paid for with the stormwater utility improvement fund which is authorized under separate legislation, Ord. 132-21.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into and execute a joint cooperative agreement between the City of Toledo and Lucas County for LIDAR Contour Mapping and Orthoimagery services.
SECTION 2. That the City of Toledo gives consent to and shall cooperate with Lucas County in connection with the above project as follows:
1. The City of Toledo agrees to assume and contribute the cost and expense of the LIDAR Contour mapping attributed to the City of Toledo share. The cost is based on the total project cost divided by the square mileage of the area. The City’s cost share for LIDAR data shall be $54,148.
2. The City of Toledo agrees to assume and contribute the cost and expense of the high-resolution Orthoimagery attributed to the City of Toledo share. The City’s cost share for Orthoimagery shall be $9,835.
3. The County agrees to be the lead agency and to acquire and distribute LIDAR Contours and Orthoimagery data on a City provided external hard drive.
SECTION 3. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to permit timely execution of the above project.
