SUMMARY & BACKGROUND:
Beach House, Inc. dba Leading Families Home (LFH) and Family House are pursuing an acquisition to create a unified and sustainable organization that will serve as Toledo’s leading provider of family homelessness services. To ensure a smooth and effective transition, LFH is seeking funding to cover six months of upfront costs associated with staffing, technology, and infrastructure needs. This investment will allow both organizations to integrate operations, align policies and systems, and preserve uninterrupted services for families experiencing homelessness during the transition.
The merger will result in a more financially stable and operationally efficient organization. By combining administrative functions-such as finance, human resources, information technology, and facilities management, the merged entity will significantly reduce duplicated costs and streamline operations. Shared infrastructure will allow more resources to be directed toward direct services rather than overhead.
To provide support for this merger, this Ordinance authorizes the appropriation and expenditure of $291,798 from the General Fund.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $291,798 is authorized from the unappropriated balance of the General Fund to Account Code 1001-16100-5632005STDSTD and the expenditure of same is authorized to provide funding support for the for acquisition and transition costs of a merger between Beach House, Inc. dba Leading Families Home (LFH) and Family House.
SECTION 2. That the Mayor is authorized to enter into an agreement with Leading Families Home for the purposes authorized in Section 1, upon terms and conditions acceptable to the Director of Housing and Community Development and the Director of Law.
SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the above-mentioned Account Code in an amount not to exceed $291,798 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and in order for the City to timely provide funding support to ensure unified and stable homelessness services for Toledo.
