SUMMARY & BACKGROUND:
In conjunction with the City of Toledo's acquisition of federal and state funding sources for infrastructure improvements, the city also works with and through TMACOG. The city's 2021 transportation assessment fee to TMACOG for their services is $53,654. Funds have been budgeted and are available in the 2021 Division of Engineering Services’ operating budget to provide for this payment.
The Stormwater Coalition is made up of governments, universities, and non-government groups that contribute annual membership dues to TMACOG. The city’s 2021 dues are $12,058. TMACOG sponsors a yearly educational sampling program for Toledo Area High School students known as the Student Watershed Watch. This funding is used for test kits and student presentation expenses. The city’s 2021 contribution to this program is $9,950. Clear Choices, Clean Water is a water quality educational program for the Greater Toledo Area. This education campaign provides the citizens of northwest Ohio with the information they need to know to take action protecting local waterways. Clear Choices, Clean Water helps to fulfill the public involvement, participation, and education requirements that Ohio EPA requires of City of Toledo and other regulated stormwater communities. The cost for this 2-year license agreement is $7,143. Funds for these dues and programs have been budgeted and are available in the 2021 Division of Environmental Services’ operating budget to provide for these payments.
Lastly, this ordinance authorizes payment of the city’s 2021 general purpose government membership fee from the General Fund in the amount of $72,798. Funds have been budgeted and are available in the 2021 General/Non-Departmental operating budget to provide for this payment.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $53,654 is authorized for expenditure to TMACOG from Account Code 2014-35000-2442001STDSTD for the 2021 Transportation Planning Assessment Fee.
SECTION 2. That an amount not to exceed $29,151 is authorized for expenditure to TMACOG from Account Code 607A-38000-40000552STDSTD for the 2021 Stormwater Coalition Dues, 2 year license agreement, and the 2021 Student Watershed Watch Contribution.
SECTION 3. That an amount not to exceed $72,798 is authorized for expenditure to TMACOG from Account Code 1001-89800-1168001STDSTD for the 2021 TMACOG Membership Fee.
SECTION 4. That the Finance Director is authorized to issue his warrant or warrants against the account codes identified above in an amount not to exceed $155,603 in payment of the above obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order that payment of the City of Toledo’s Transportation Planning Assessment Fee, Storm Water Coalition, 2 year license agreement, Student Watershed Watch fee, and 2021 membership fee to TMACOG can be made in a timely manner and not jeopardize future funding from state and federal funding sources.
