SUMMARY & BACKGROUND:

This Ordinance authorizes the Mayor to enter into a 5-year agreement with Vehicle Management Solutions, LLC. for the management services for the Toledo Police Impound Lot. Vehicle Management Solutions (VMS) provides impound operation services including receiving towed vehicles, storage at secured facilities, processing release to vehicle owners and disposal of unclaimed vehicles.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into a Toledo Police Impound Lot management services agreement for an initial term of 5-years with an option to renew for an additional 5-years with Vehicle Management Solutions, LLC. for municipal tow lot management services, upon terms and conditions acceptable to the Director of Public Safety and the Director of Law.

 

SECTION 2. That subject to appropriation the expenditure of an amount not to exceed $2,471,617.35 annually is authorized from the Municipal Tow Lot Fund Account Code 607T-52000-3391001STDSTD for tow lot management services over the term of the agreement. 

 

SECTION 3. That the Finance Director is authorized to draw a warrant or warrants against the above referenced Account Code in payment of the obligation authorized in Section 1 in an amount not to exceed that authorized in Section 2, upon presentation of proper voucher or vouchers.

 

SECTION 4. That this Council finds and determines that it is in the best interest of the City to waive the competitive bidding provisions of TMC Chapter 187 for the reason that Vehicle Management Solutions, LLC. is uniquely qualified to provide both software and management services for the tow lot at a cost competitive price.

 

                     SECTION 5. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must be immediately effective for continued uninterrupted services of the Toledo Police Impound Lot.
