SUMMARY & BACKGROUND:
The 1940 Crosstown Water Main was constructed as part of the Lake Erie Water Project (LEWP). Of the roughly seven miles of 42- through 72-inch diameter steel water transmission mains installed, approximately three miles of 72-inch water mains were replaced in the early 2000’s, due to significant corrosion and leaks. A 0.5-mile section of 72-inch steel water main in rock tunnel under the Maumee River remains in service, as well as 3.5 miles of 42- and 60-inch steel water transmission mains.
A condition assessment study performed in 2019 on the 42- and 60-inch transmission mains indicated that while no significant defects or performance issues were identified, the mains are subject to corrosive surrounding soils. Since the time of the study, the 60-inch main has experienced several critical events leading to concern regarding the long-term integrity of the pipe. The most recent event caused significant disruption to the area, including street flooding. Water service to all customers was able to be maintained during this event.
This Ordinance funds the first step towards replacing these important mains: a route study. The route study will determine the feasibility and economy of potential routes for the new water mains, recommend a preferred route, provide site survey of the recommended route, recommend sizing and material options, identify necessary permits and easements and provide legal descriptions, perform an environmental assessment and preliminary design work needed to begin final design and construction.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $1,000,000 is appropriated from the unappropriated balance of the Water Replacement Fund into Account Code 6063-35000-4UC0926STDSTD; and further authorizing the expenditure of same for the Crosstown Water Main Route Study.
SECTION 2. That the Mayor is authorized to prepare and accept bids, and enter into contracts for preparation of a Crosstown Water Main Route Study, including such items as labor, materials, construction testing, and professional services for property appraisals, title work, negotiations, acquisition, and environmental contamination studies that are necessary to acquire additional rights-of-way and easements as required. Contracts shall contain such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Director of Law and the Director of Public Works.
SECTION 3. That the Director of Finance is authorized to issue their warrant or warrants against the account code listed in Section 1 in an amount not to exceed $1,000,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must be immediately effective in order to permit the earliest possible construction of critical elements in the City of Toledo’s water distribution system.
