SUMMARY & BACKGROUND:
The Ohio Attorney General is funding this training program to provide high-quality, standardized training to law enforcement tactical team officers responsible for responding to an active shooter or other dire threat. Under this program, tactical officers will complete 16 hours of in-person, physical and classroom training taught by the Ohio Tactical Officers Association. The Ohio Attorney General will reimburse the full cost of this training.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit from the State of Ohio Attorney General’s Office an amount not to exceed $21,750 into General Fund Account Code 1001-52000-3381002STDSTD for the purpose of funding training for law enforcement tactical team officers.
SECTION 2. That the appropriation of $21,750 is authorized from the unappropriated balance of the General Fund to Account Code 1001-52000-3381002STDSTD and the expenditure of same is authorized for training to law enforcement tactical team officers responsible for responding to an active shooter or other dire threat.
SECTION 3. That the Mayor is authorized to enter into any necessary agreements for purposes authorized herein, upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 4. That this Council finds and determines it is in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Ohio Tactical Officers Association is the sole source provider of this training.
SECTION 5. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to provide continuing professional training to Toledo Police Officers.
