SUMMARY & BACKGROUND:

The Toledo Police Department has requested and received $32,541.50 in Ohio Body-Worn Camera Grant funds from the Ohio Office of Criminal Justice Services. There is no local match required for this grant.  The grant funds will be used to purchase 50 body worn cameras. Getac Video Solutions Inc.is the Toledo Police Department’s current supplier for body worn cameras. This Ordinance requests waiving competitive bidding since no other cameras would be compatible with the department’s current Getac Video Solutions, Inc. system.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a grant agreement and accept and deposit the amount of $32,541.50 from the Ohio Office of Criminal Justice Services from the Ohio Body-Worn Camera Grant into the Operation Grants Fund.

 

SECTION 2.  That the appropriation of $32,541.50 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G00081STDSTD and the expenditure of same is authorized to purchase body worn cameras from Getac Video Solutions, Inc.

 

SECTION 3.  That this council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Getac Video Solutions, Inc., is the sole source provider for Getac body cameras and is the current provider of body cameras for the Toledo Police Department and any other body cameras would not be compatible with the Toledo Police Department’s current system.

 

SECTION 4.  That the Finance Director is authorized to draw a warrant or warrants against the above mentioned Account Code in an amount not to exceed $32,541.50 in payment of the obligations authorized above by the terms of the grant upon presentation of the proper voucher or vouchers.

 

SECTION 5.  This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and to expedite the receipt and expenditure of grant funding.

 

                     Vote on emergency clause:  yeas 12, nays 0.
