Title

SUMMARY & BACKGROUND:

 

The seven level Sludge Dewatering Building (SDB) houses machines and process systems that are used to thicken, condition, dewater, transport and store wastewater sludge, as required by the Plant’s National Pollutant Discharge Elimination System (NPDES) discharge permit. The elevator is over 35 years old and has failed several times over the last couple of years due to old antiquated parts. Upon recent inspections of the elevator, inspectors recommended a complete replacement of the elevator and associated equipment rather than rebuilding and/or replacing individual parts. This ordinance will provide funds for professional, engineering and construction services necessary for the completion of the SDB Elevator Replacement Project.,

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the appropriation of $350,000 is authorized from the unappropriated balance of the Sanitary Sewer Replacement Fund into Account Code 6073-36000-4UC0524STDSTD for the SDB Elevator Replacement Project at the Bay View Water Reclamation Plant.

 

SECTION 2. That the expenditure of an amount not to exceed $350,000 is authorized from the Account Code listed and for the purpose described in Section 1 above.

 

SECTION 3.                     That the Mayor is authorized to accept bids and award contracts for professional, engineering and construction services necessary for the completion of the SDB Elevator Replacement Project at the Bay View Water Reclamation Plant, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.

 

SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $350,000 in payment of the obligations authorized herein upon presentation of the proper voucher or vouchers.

 

SECTION 5. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to complete the SDB Elevator Replacement Project at the Bay View Water Reclamation Plant.
