SUMMARY & BACKGROUND:

The University of Cincinnati is pleased to announce that the Toledo Police Department has been awarded funding from the National Institute of Health (NIH) and the National Institute on Drug Abuse (NIDA) through the University of Cincinnati under grant number DA049417 (CFDA# 93.279). This funding will be used to support the “Leave Behind” initiative.

 

Toledo Police frequently respond to 911 calls for opioid overdose or other conditions affecting people who suffer from opioid use disorder. In many cases these individuals are not transported to a hospital, but would still benefit from receiving Naloxone. TPD will work with the Toledo/Lucas County Health Department to operationalize and implement procedures to “leave behind” Naloxone with at-risk individuals, particularly if they are not transported to an emergency department for further care.

 

In addition, the initiative will work on streamlining the required data collection for this project and linking this with other programs to assist with accurate and timely reporting of overdose information and Naloxone distribution.

 

The funds will be used to purchase Naloxone or other supplies and equipment that will directly be used to support the “Leave Behind” initiative. The funds may also be used to support such efforts of personnel who will work on program development and expanding program implementation including but not limited to training, data management and collection and reporting.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the mayor is authorized to accept and deposit $20,000 in the Operation Grants Fund Account Code 2016-52000-3G06845STDSTD from the National Institute of Health and the National Institute on Drug Abuse through the University of Cincinnati for costs related to the Toledo Police Department’s participation in “Leave Behind” initiative.

 

SECTION 2.  That an amount not to exceed $20,000 is appropriated from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-52000-3G06845STDSTD; and further authorizing the expenditure of same for the purpose identified in Section 1.

 

SECTION 3.  That the Director of Finance is authorized to draw her warrant or warrants against Account Code listed in Sections 2 in an amount not to exceed $20,000 in payment of the above obligations upon presentation of the proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to preserve the safety of the residents of Toledo in the event of an opioid overdose and to timely comply with grant funding obligations.
