SUMMARY & BACKGROUND:

On March 30, 2021, the City of Toledo passed Ordinance 160-21 authorizing the acceptance, deposit, appropriation, and expenditure of Emergency Rental Assistance Funds (“ERA1”) awarded to Lucas County from the U.S. Department of Treasury; and establishing the Toledo Lucas County Emergency Rental Assistance Program (“TLCERAP”).

 

Through the American Rescue Plan Act, the U.S. Department of Treasury has awarded both the City and County additional Emergency Rental Assistance Funds (ERA2”). This legislation will provide funding for continuance of TLCERAP, which assists income-eligible households that were impacted by the COVID-19 pandemic by maintaining or securing housing.  Assistance is available for housing, utility, and internet expenses.

 

This legislation authorizes the acceptance and deposit of ERA2 funds from Lucas County to the City in the amount of $3,215,643.274.  By accepting these funds, the City will utilize its capacity to administer, manage, and disburse TLCERAP funds to residents in Lucas County.

 

The financial impact of this Ordinance is the receipt of $3,215,643.74 from Lucas County to the City of Toledo for the administration of the emergency rental assistance program.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to accept $3,215,643.74 from the Lucas County Board of Commissioners, which represents ERA2 funds allocated by the United States Treasury Department and deposit this amount into the Operation Grants Fund Account Code 2016-16200-5G00142LCERAP for the purpose of implanting, initiating and administering the second Emergency Rental Assistance Program. 

 

                     SECTION 2.                       That the unappropriated grant proceeds of $3,215,643.74 are authorized to be appropriated from the Operation Grants Fund to Account Code 2016-16200-5G00142LCERAP funds and the expenditure of same is authorized for the second Emergency Rental Assistance Program.

 

                     SECTION 3.  That the Mayor is authorized to enter into any necessary agreements, including but not limited to the administration and disbursement of proceeds authorized in Section 1 on behalf of the Lucas County Board of Commissioners for the purposes listed herein and subject to the approval of the Director of Neighborhoods and the Director of Law.

 

                     SECTION 4.  That the Finance Director is authorized to issue warrant or warrants in an amount not to exceed $3,215,643.74 from the above authorized Account Code in payment of any obligations authorized above upon receipt of the proper voucher or vouchers.

 

                     SECTION 5.                       That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to permit the City to assist it residents and those of Lucas County with emergency rental assistance.
