SUMMARY & BACKGROUND:
The City of Toledo, Division of Parks and Recreation partnered with NeighborWorks Toledo to apply for funding to support the installation of picnic tables, grills, elimination of safety hazards, and other visitor amenities at Birmingham Park. These park improvements are intended to further activate a half-mile paved walking trail that was installed at the park in 2024. These improvements are the initial implementation of a master plan developed through a series of public meetings several years ago. There is no grant match requirement associated with this award.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit a grant from the Cleveland Cliffs Foundation awarded through NeighborWorks Toledo Region in the amount of $25,000 to support the installation of visitor amenities at Birmingham Park into the Capital Improvement Fund Account Code 540G-40100-8G00415STDSTD.
SECTION 2. That the appropriation of $25,000 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-40100-8G00415STDSTD and the expenditure of same is authorized for the redevelopment of public access amenities at Birmingham Park.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified above, upon terms and conditions acceptable to the Director of Parks and Youth Services and Director of Law.
SECTION 4. That the Finance Department is authorized to draw warrant or warrants against the Account Codes above in an amount not to exceed $25,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective to timely receipt and deposit the grant funds.
