SUMMARY & BACKGROUND:
The City of Toledo’s Department of Human Resources sought competitive proposals regarding benefit consultation services related to the City’s healthcare and wellness plans from January 17, 2025 through February 18, 2025. Seven proposals were submitted. The four companies with the lowest proposals (Savage and Associates, Inc., Taylor Oswald, LLC., McGohan Brabender, and Hylant Group, Inc.) were invited to present to the Healthcare Cost Containment Committee. After review and discussion, it is recommended that Hylant Group, Inc.’s proposal of $148,000 annually be accepted for a three-year contract, with two one-year optional terms, beginning August 4, 2025. In addition to being one of the lowest priced proposals, Hylant Group, Inc. has many years of experience providing consultation services to similar organizations and is located in Toledo.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a three-year agreement with the option to renew for two one-year terms for consultation services related to the administration, selection, and implementation of programs and improvements relating to the City’s healthcare and wellness plans. Such agreement shall contain terms and conditions deemed proper and requisite according to the Director of Law and Director of Human Resources.
SECTION 2. That subject to appropriation the expenditure of funds in an amount not to exceed $148,000 annually is authorized from the Healthcare Internal Service Fund Account Code 7083-17100-1156001STDSTD for the purpose authorized in Section 1.
SECTION 3. That the Director of Finance is authorized to draw warrant or warrants against the Account Code in Section 2 in payment of the authorized obligations upon presentation of proper voucher or vouchers in an amount not to exceed $148,000 annually.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the ordinance must be immediately effective in order to maintain quality healthcare coverages for the City of Toledo’s employees and their dependents.
