Title
Authorizing the Mayor to enter into an agreement for the provision of employee assistance services for the City of Toledo’s uniformed and civilian employees; authorizing the expenditure in an amount not to exceed $105,000 from the General Fund; and declaring an emergency.
Body
SUMMARY & BACKGROUND:
The City sought competitive proposals from March 14, 2025 through April 8, 2025 to enter into a new contract for employee assistance services. Three (3) proposals were submitted by Harbor dba Lighthouse (based in Toledo), ESI Employee Assistance Program (Brooklyn, Ohio), and CuraLinc (Chicago). Lighthouse is the City’s current EAP provider and has been since 2018. Lighthouse was the only local provider to submit a proposal. In addition, employee surveys have shown a very high degree of satisfaction with their services. Accordingly, after review and discussion, it is recommended that Lighthouse’s proposal of $35.00 per employee, per year, be accepted for a three (3) year contract, with a one (1) year optional renewal, beginning September 1, 2025. Total annual expenditure will not exceed $105,000.
