SUMMARY & BACKGROUND:

This project will use a machine learning predictive model, to assess home-by-home probabilities of having lead lines based on existing parcel and neighborhood-level data and a representative sample of water service lines in the city. These probabilities will guide which homes should receive targeted education, water filters and ultimately the prioritization of the Lead Service Line Replacement Program. Stakeholder meetings will be held and educational materials will be made available to six neighborhoods participating in this project.  This project, led by the city, combines the technical task of identifying lead lines, conducted by Blue Conduit, with a community education effort, to be implemented by the non-profit Freshwater Future.

 

The City of Toledo has been awarded funding and is invited to enter into a grant agreement with the: Using Artificial Intelligence to Reduce Lead Exposure and Promote Environmental Justice Program. This ordinance authorizes the mayor to accept, deposit, appropriate and expend up to $200,000 in grant proceeds from the EPA.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the mayor is authorized to enter into a grant agreement with the Environmental Protection Agency for the Using Artificial Intelligence to Reduce Lead Exposure and Promote Environmental Justice Program: upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.

 

SECTION 2.  That the mayor is authorized to accept and deposit grant proceeds in an amount not to exceed $200,000 into the Operation Grants Fund, Account Code 2016-38000-6G00307STDSTD, from the Environmental Protection Agency for the purpose of completing work necessary to carry out the terms of this grant.

 

SECTION 3.   That an amount not to exceed $200,000 is appropriated from the unappropriated grant proceeds in the Operation Grants Fund, Account Code 2016-38000-6G00307STDSTD; and further authorizing the expenditure of same for the Using Artificial Intelligence to Reduce Lead Exposure Program and to promote the Environmental Justice Project.

                     

                     SECTION 4.  That the mayor is authorized to accept bids and execute necessary contracts related to this grant upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

 

SECTION 5. That the Director of Finance is authorized to issue her warrant or warrants against the account codes above in amounts not to exceed those authorized above in payment of the obligations incurred pursuant to the above-authorized contracts upon presentation of proper voucher or vouchers.  

                     

SECTION 6.                      That the disappropriation of any remaining budget to fund balance is authorized at project closeout. 

 

SECTION 7.                      That this Ordinance is declared to be an emergency and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this ordinance must be immediately effective in order to implement this program within the Environmental Protection Agency’s designated time schedule.
