SUMMARY & BACKGROUND:
The City of Toledo Parks and Youth Services Department utilizes Submittable grant management software to advertise, evaluate, manage, and report on community program partner grant allocations. The Submittable software has improved the department’s ability to manage over 100 grants annually and also provided robust reporting capabilities in order to ensure transparency in how funds are being distributed and utilized.
The Parks and Youth Services Department would like to engage in a three-year agreement renewal with Submittable which allows for annual payments of $13,300 to be made for the software license. The second and third year of the contract would be subject to the annual appropriation process.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a three-year software subscription renewal agreement for grant management software upon terms and conditions acceptable to the Director of Parks and Youth Services and Director of Law.
SECTION 2. That, subject to annual appropriation, the expenditure of an amount not to exceed $13,300 annually is authorized from the General Fund Account Code 1001-40100-774100STDSTD and/or 1001-40200-1115001STDADM for grant management software.
SECTION 3. That this Council finds it in the best interest of the City to waive the competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that this software license renewal will preserve cost and efficiency.
SECTION 4. That the Director of Finance is authorized to issue warrant or warrants against the above listed Account Codes in an amount not to exceed that authorized above in payment of the obligations incurred pursuant to the contract renewal authorized in Section 1 upon presentation of proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of public peace, health, safety, and property and for the further reason that this Ordinance satisfies the emergent need to release another round of community grant opportunities.
