SUMMARY & BACKGROUND:
Pursuant to Ordinance No. 521-25, passed November 5, 2025, City Council authorized the appropriation and expenditure of $291,798 from the General Fund to provide funding support for acquisition and transition costs of a merger between Beach House, Inc. dba Leading Families Home (LFH) and Family House. In order to facilitate the merger, $145,899 was disbursed to LFH upfront, with the remaining $145,899 to be disbursed upon LFH’s submission of documentation evidencing eligible use of the initial funds.
LFH has submitted the required documentation confirming eligible use of the initial disbursement and is in need of the remaining balance. Upon review, it was determined that the remaining $145,899 was not carried forward into the 2026 fiscal year budget, necessitating a new appropriation to fulfill the City’s commitment.
To provide the remaining funding support for this merger, this Ordinance authorizes the appropriation and expenditure of $145,899 from the General Fund.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $145,899 is authorized from the unappropriated balance of the General Fund to Account Code 1001-16100-5632005STDSTD and the expenditure of same is authorized to provide funding support for the remaining acquisition and transition costs of a merger between Beach House, Inc. dba Leading Families Home (LFH) and Family House, in fulfillment of the commitment made pursuant to Ordinance No. 521-25.
SECTION 2. That the Mayor is authorized to enter into an agreement with Leading Families Home for the purposes authorized in Section 1, upon terms and conditions acceptable to the Director of Housing and Community Development and the Director of Law.
SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the above-mentioned Account Code in an amount not to exceed $145,899 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and in order for the City to timely provide the remaining funding support to ensure unified and stable homelessness services for Toledo.
