Title
Authorizing the appropriation and expenditure of $250,000 from the Local Fiscal Recovery Fund for the installation of streetlights along various streets and public rights-of-way in the City of Toledo; authorizing necessary agreements with The Toledo Edison Company for the installation of streetlights throughout the city; and declaring an emergency.

SUMMARY & BACKGROUND:
The city received $180.9 million through the American Rescue Plan Act (“ARPA”) which can be used for the investment of creating and maintaining safe and livable neighborhoods. Through community meetings, Engage Toledo reports and data collected from various city departments, it was determined a portion of funding should be utilized for addition streetlighting throughout the city. Increased streetlighting has been shown to lead to a reduction in crime due to an increased visibility on neighborhood streets. Streetlights have also been shown to improve street and pedestrian safety, improve neighborhood features and promote a healthier quality of life.
These ARPA funds will be used for the installation costs for the streetlights. Future costs for operation and maintenance will be assessed to property owners. Subsequent legislation will be introduced to authorize the assessments.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $250,000 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-27100-2STREETLTSNEI for the purchase and installation of streetlights along various streets and public rights-of-way in the City of Toledo and the expenditure of same is authorized.
SECTION 2. That the Mayor is authorized to enter into necessary agreements with The Toledo Edison Company for the purposes specified in Section 1, upon terms and conditions acceptable to the Director of Public Service and the Director of Law.
SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $250,000 in payment of all above-authorized obligations upon presentation of proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely installation in Toledo neighborhoods.
