SUMMARY & BACKGROUND

 

This Ordinance authorizes an agreement between Toledo Municipal Court (TMC) and Pathway, Inc. for the accessing of Pathway’s tailored system that comprehensively identifies the workforce development needs of Toledo Municipal Court’s Probation Population.  The Agreement is for two-years (8/1/2023 through 7/31/2025). 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION   1.  The Mayor, the Municipal Court Judges, and the Municipal Court Administrator are authorized to enter into this agreement for a two-year term with Pathway, Inc. for the provision of Pathway’s tailored workforce development program. 

 

SECTION   2.  The competitive procurement requirements under Toledo Municipal Code Chapter 187 are waived as it is found and determined that it is in the best interest of the City that contracting with Pathway, Inc. is the most cost effective and secure manner to obtain the needed addiction diversion services. 

 

SECTION   3.  The expenditures of funds in the amount of $22,088 for the two-year contract are authorized from the Account Code 2016/10800/3G19741STDSTD, subject to the appropriation of funds in future years.

 

SECTION   4.  The Finance Director is authorized to draw his warrant or warrants against the above referenced account code in payment of the above obligations upon presentation of the proper voucher or vouchers.

 

SECTION   5.  This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the Ordinance must be immediately effective in order to provide continued assessment, evaluation, treatment, case management, monitoring and reporting of criminal defendants.
