SUMMARY & BACKGROUND:
The rooftop heating unit for the process areas at the Windemere Pumping Station caught fire and was a total loss. The fire did not spread to the rest of the facility. The cause of the fire appeared to be a failed gas pressure regulating valve; the unit was original equipment to the building and as such has to be replaced with a unit that will fit the supply and return ductwork openings in the rooftop; heating will be required through this winter prior to the new unit being available so temporary heating systems are required; Funds are available in the Sanitary Sewer Replacement Fund.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $220,000 is authorized from the unappropriated balance of the Sewer Replacement Fund to Account Code 6073-36000-4UC6623STDSTD for the purchase of a new heating unit from the original equipment manufacturer and purchase of temporary heating units to maintain heat until the new units are installed for the Windemere Pumping Station which pumps sewage to the Bay View Water Reclamation Plant and the expenditure of the same is authorized.
SECTION 2. That the Mayor is authorized to accept bids and enter into contracts as needed for the purchase of temporary explosion proof heating units and for the installation and replacement of a rooftop unit for the Windemere Pumping Station, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is hereby authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $220,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 4. That this Council finds and determines that it is in the best interest of the City to waive the formal competitive bidding provisions of TMC 187 in regard to the purchase of temporary explosion proof heating units for the reason that expedited procurement is necessary due to the winter season.
SECTION 5. That any remaining budget to fund balance at project closeout is authorized for disappropriation.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to heat the facility operated by the Division of Water Reclamation.
