Title
From: Council Member Komives Response Requested: ASAP
Have we ever or are we currently investigating any misuse or abuse of the Flock system by city employees?
Body
Referral Response:
No. We have not had any investigations into misuse or abuse of the Flock system by City employees.
The system has several safeguards in place to prevent and identify improper use:
• Individual user accounts: Access is limited to authorized users, with each user assigned their own credentials. Searches are tied to the individual user who conducted them.
• Purpose of search: Each search requires the user to identify the purpose/reason for the search. Flock records the search information for auditing.
• Audit trail: Every search is automatically logged, including the user, date, time, purpose of the query and the information used to conduct the search. These records can be reviewed by authorized supervisors.
• Audit assistance: The system automatically surfaces atypical search patterns and flags them for admin review.
• Supervisor review: Search activity is reviewable by supervisors to identify searches that may not comply with department policy or the law.
• Access controls: Employees do not have open or unrestricted access to the system. Access is based on authorization and job role.
• Misuse is subject to discipline: Improper use of the system can be addressed through the department's existing disciplinary and misconduct processes. The Toledo Police Internal Affairs Section is responsible for investigating credible allegations of misconduct involving department employees.
