M-6-24

Recent small box retail study M-6-24 is attached.  The objective of this study was to address the proliferation of small box retail stores and add necessary regulatory measures.  The study, adopted by Ord. 226-26, added spacing regulations to food/beverage retail stores between 5000 and 10000 square feet but specifically excluded such stores that are associated with gas stations.

Plan Commission capacity

The planning department is currently operating at a deficit of 2 planners and a backlog of eleven studies.  We anticipate returning to full strength by the end of July.  The Plan Commission can complete the proposed study, but may not be able to do so within a 3-month timeframe.

Current Plan Commission data

The Plan Commission has a comprehensive list of all gas station sites that also include a convenience store (retail below 5000 square feet), as these are reviewed yearly via the Licensing program.  This list includes current compliance with SUP requirements, and any zoning or code compliance issues. Plan Commission does not have data compiled on the following:  zoning of each gas station, abutting zoning and land use of each gas station, or hours of operation restrictions of each gas station.  This data can be compiled and presented to Council, but will take some time.
