Referral Response:
* MONSE & SOC has primarily been funded through ARPA and grant funding, with ordinance 0-651-23 approving the appropriation and expenditure of $2,168,553 of the Local Fiscal Recovery Fund for the gun violence reduction initiative. This amount was distributed from 2023 through 2025. This funding has historically been classified under the "Other" category as a reimbursement that covers expenses at the end of each fiscal year. This means that the "General Total" listed includes the Local Fiscal Recovery Fund for reimbursement. In 2023 the reimbursement amount was $774,970. In 2024 the reimbursement amount was $731,757. In 2025 the amount listed was listed as $743,000, but in practice is $661,825.
* All considered, this means that the General Total is not a true reflection of our budget, but of the total cost after Local Fiscal Recovery Fund reimbursement.
* Our approved budget in 2025, excluding reimbursement, was $1,815,158. Our proposed budget in 2026, which no longer includes the Local Fiscal Recovery Fund reimbursement, is $1,918,926.
o This is a net increase of $103,768 - see 2nd workbook in the attached spreadsheet.
* The changes from 2025 to 2026 include:
* $234,194 increase in Personnel (Labor, Pension, Employment Tax & Medical, Other):
* 4% annual raise.
* The Director position no longer funded through the Mayor's office budget and is now included in MONSE's budget.
* The school-based team was funded through the OCJS grant for Q1 2025.
* Increased insurance costs.
* $132,744 decrease in Services:
* Reduced Travel, Education & Training, Professional Services, and Miscellaneous Charges & Ser...
